Carol Krimm, a Democratic candidate for City of Frederick alderman, officially kicked off her campaign Monday, announcing her plans to friends and supporters gathered at the William O. Lee Memorial Bridge over Carroll Creek. "All levels of government must work for the benefit of its citizens," she said. Krimm is the legislative aide to Delegate Galen Clagett, a Democrat who represents Frederick . Before that, she worked in the same capacity for Delegate Sue Hecht, also a Frederick Democrat. She said her work in Annapolis taught her that "constituent service is at the heart of good government service." Krimm said she will focus on specific issues if elected to one of the board's five open seats. Krimm is a member of the city's workgroup looking at revising and improving Frederick 's codes for land use and development. She said infill development or developing vacant properties in the city is key. "When you develop those areas, the infrastructure is already in place," she said. Krimm said she would also work to find a resolution to the tax equity problem that plagued the city's recently passed budget. Tax equity is a reimbursement counties pay municipalities for services they provide for themselves, such as police, parks and planning. A cut to Frederick 's tax equity caused a $1.4 million deficit in the city's fiscal 2010 budget. Krimm said she would work at the state level to insure the city's reimbursement would not be cut. She said she would also address property taxes. City residents pay more than $1.71 per $100 of assessed property with city and county taxes combined. That puts Frederick 's combined tax rate in the top 10 percent when compared to other municipalities around the state, she said. Krimm said she also wants a quarterly budget review and backs a smart growth policy to keep people and their jobs in the city. The nearly 30-year resident of Frederick is married and has two adult children and two grandchildren. She has a bachelor's degree and master's in business administration, both from Frostburg State University. She also earned a paralegal certificate from the University of Maryland. She was raised in Cumberland. Krimm is the seventh Democrat to join the race for an aldermanic seat. She joins John Daniels, Andrew Kotkin, incumbent Alderwoman Donna Kuzemchak, Michael O'Connor, Kelly Russell and Karen Lewis Young. Republican Bill Ashton also recently filed his candidacy for alderman and said he would make a formal announcement this Thursday. Other Republicans who have filed for office include Joe Cohen, Senitta Conyers, Amanda Haddaway, John Shupe and incumbent Alderman C. Paul Smith. Frederick 's primary election is scheduled for Sept. 15. The last day to file paperwork is July 7. |
