Emmitsburg -- One incumbent and one challenger were elected to the two open commissioner seats Tuesday.Commissioner Cliff Sweeney, 44, was elected to a fifth term with 124 votes. Challenger Tim O'Donnell, 43, received 125 votes, the highest of all four candidates. Commissioner Joyce Rosensteel, who has held a seat on the board for six years, fell short of re-election with 109 votes. Candidate Carolyn Miller received 75 votes. The reaction of the dozen people gathered on Main Street when results were unveiled Tuesday evening was a mix of relief and sadness. "I'm excited to be commissioner again, but I'm sad for Joyce because she's a good friend," Sweeney said. Miller said that while she was disappointed for herself, she was happy for Sweeney and O'Donnell. "They're good people," she said. Sweeney said during his campaign that he wants to see the projects begun during his tenure, including the town's water and sewer system rehabilitation, to come to fruition. O'Donnell, president of the town's planning commission and a former member of the parks and recreation committee, was not present at the polls when the vote tally was unveiled. He previously said he would like to focus on expanding recreation and environmentally friendly initiatives, along with ensuring that town government is supportive of businesses. About 13 percent of the town's 1,680 registered voters turned out at the polls Tuesday, a relatively high turnout, Mayor Jim Hoover said. Tuesday's turnout was about 75 to 100 votes higher that those cast in other contested elections in the past 10 to 12 years, he said.
