Mayoral candidate Democrat Jason Judd has pulled well ahead of his Republican opponent Randy McClement in the money race for Frederick 's top office, according to campaign finance reports submitted Monday.Judd, running for his first public office, has reported nearly $44,864 in contributions since Aug. 14. Nearly $11,000 came as in-kind donations in the form of food, event space and supplies. Now in the final month of campaigning before the Nov. 3 general election, Judd has $3,129 cash on hand after spending $17,222 in the period between Aug. 14 and Oct. 1. Judd, an executive and issues campaign director at the Service Employees International Union, has spent $30,740 since his first expenditure in January. "We've had a single fundraiser since the primary and we've scheduled a couple of more," he said. "The strength of the campaign is obviously the organization we built, the people more than the money." In this latest finance report, contributions to Judd's campaign have come from 120 individual donors with 31 listing addresses outside the City of Frederick . McClement shows more modest campaign income, having raised $7,758 since the first August finance report. The owner of downtown's Market Bagel and Deli has spent $5,690 on his campaign since his first expenditure in April. In the latest finance report, McClement received contributions from 32 contributors, with eight listed at addresses outside of Frederick . He has about $951 remaining in his campaign account to carry through to the election. "I don't think you can do it without money," McClement said. "I think you can do it if you budget right and you know what your costs are." He said he won't have any formal fundraisers between now and the election but will rely on individual contributions, which he said are increasing now that supporters have seen him make it past the primary. The disparity between finances of Judd and McClement is similar to the 2005 race between former mayor Ron Young and current Mayor Jeff Holtzinger. Young, a four-term mayor who attempted a comeback, had raised $49,619 by the end of the second finance reporting period. Holtzinger had raised $10,484 in the same period. Judd continues to receive donations from a broad base of individuals. The largest deposits in Judd's most recent report came from Frederick resident Dennis Hoffman, who contributed $1,250, and $1,000 from the law firm of Severn, O'Connor and Kresslein. Robert Kresslein is the chairman of the Frederick County Democratic Central Committee. City election law allows donations of up to $2,500. McClement's largest donation in this reporting period, a deposit of $500, came from the Realtors Political Action Committee of Maryland. Among the aldermanic candidates, Democrats lead the money race when it comes to total contributions. Karen Young, a marketing professional and wife of former mayor Young, leads the Democrats with $4,548 raised between Aug. 14 and Oct. 1. Since April she has raised $10,545. Young has spent a total of $6,701 on her campaign so far. Kelly Russell, another Democrat and retired Frederick police officer, has raised a total of $7,690 with the addition of $2,294 from this latest reporting period. Russell has spent $5,521 since her campaign started. Democrat Carol Krimm, legislative aide to Del. Galen Clagett, rounds out the top three, having received $5,835 in total contributions. Between Aug. 14 and Oct. 4, Krimm raised $2,835. Krimm has spent a total of $4,889 on her campaign. Incumbent Republican Alderman C. Paul Smith has the most left in his campaign bank account, about $2,035. Russell came in second with $1,655 left in her account.
