Continuing Coverage: Jarrel Gray, 20, dies after being struck with a Taser

Coverage

  • About 5 a.m. Nov. 18, Frederick County Sheriff’s Office Cpl. Rudy Torres went to the 7000 block of Gresham Court East, near Crestwood Boulevard, where a fight was reported.

  • The corporal arrived to find three men fighting. A woman was also on the scene.

  • When Torres, a 13-year veteran of the sheriff’s office, told the men to show their hands, Jarrel Cortez Gray was reportedly the only one who did not comply.

  • Gray, 20, of the 7000 block of Ladd Circle, fell to the ground unconscious after the corporal shocked him with a Taser. The Taser was used on Gray twice, the shocks coming 23 seconds apart.

  • Emergency responders arrived in minutes. Gray was taken by ambulance to Frederick Memorial Hospital, where he was pronounced dead about 7:30 a.m.

  • The cause and manner of death are still unknown. The sheriff’s office is working to determine whether the Taser X26 was operating per the manufacturer’s specifications. The Frederick Police Department is helping with the investigation.

  • The two other men involved in the fight do not face criminal charges and were not believed to have been injured.

  • Torres will remain on administrative leave with pay throughout the investigation. Sheriff Chuck Jenkins does not know how long the investigation will take.

  • Jenkins said he will stand by his decision to continue allowing deputies to carry Tasers.

  • An independent institution, which Jenkins declined to name, will examine the Tasers used by the sheriff’s office, making the agency part of an expansive study.
