Two new city-owned parking decks will provide spaces for the development expected to turn Frederick 's East Street corridor into a booming commercial area.

The concrete framework of Deck 5 can already be seen at East All Saints and South Carroll streets.

The seven-story deck will have 385 spaces, said Ron Tobin, executive assistant to the mayor and manager of the projects.

"We would like it to be open by December," Tobin said.

The $11 million deck will provide space to services including the Department of Social Services as well as the office and residential development planned for that area.

Another parking deck will be closely tied to surrounding development. A new Frederick County Public Schools headquarters is being built at East and South streets, near the site of the deck.

The city will lease up to 300 spaces to the school system at market rate -- currently $80 per space per month.

The six-story deck will also provide spaces for the new Frederick Tourism Center, McCutcheon's and One Commerce Plaza.

"We're in the design process of Deck 6," Tobin said.

The city has budgeted $16 million toward the project. The deck is expected to house about 635 spaces, Tobin said.

"It's in the core area of the whole block," he said. "The design will not be just one big concrete monster."

The project, which is in the final approval process, is expected to go out for bid in early 2010.

Tobin said the decks will be initially funded by the city's capital improvement fund but paid off through the parking enterprise fund, a self-sufficient account that relies on revenue from space rental and other parking fees.
