Frederick Police Chief Kim C. Dine

Frederick Police Department Chief Kim C. Dine is beginning his fourth decade of policing. Dine retired as an assistant chief from the Metropolitan Police Department in Washington, where he started in 1975 as a patrol officer.

Dine holds a bachelor's degree from Washington College in Chestertown and a master's degree from American University in Washington, where he was briefly a member of the adjunct faculty.

Dine is a graduate of the FBI National Academy and is a member of organizations including the Police Executive Research Forum, the International Association of Chiefs of Police, and the Maryland Chiefs of Police Association.

Frederick County Sheriff Chuck Jenkins

Frederick County Sheriff Charles A. "Chuck" Jenkins was elected sheriff in 2006. His law enforcement career began with the Frederick County Sheriff's Office in 1990. After attending the Harford County Sheriff's Office Law Enforcement Academy, Jenkins was assigned to the Patrol Division for three years. In 1993, he was assigned to criminal investigations. During that time, Jenkins also served as a crisis negotiator and firearms instructor.

Jenkins is active as a member of numerous groups, including the Lewistown Volunteer Fire Department, Lewistown Ruritan Club, Frederick County Farm Bureau, National Rifle Association and Monocacy Pistol Club of Frederick.

Chuck Jenkins
Frederick County State's Attorney Charlie Smith

Frederick County State's Attorney Charlie Smith has been in his position since Jan. 2, 2007. Prior to that, he served as a deputy state's attorney in Frederick from 1998 to 2006. He was an assistant state's attorney in Baltimore City from 1990 to 1992.

Smith holds a bachelor's degree in finance from the University of Maryland, College Park, and a law degree from the University of Baltimore School of Law.

He has served in organizations including the county's Substance Abuse Council, the Rotary Club of Carroll Creek, the Frederick Child Advocacy Center, the Frederick Rescue Mission and the Frederick County Republican Central Committee.

Charles Smith
Frederick County District Court Judge Oliver John Cejka Jr.

District Court Judge Oliver John Cejka Jr. has served as associate judge in Frederick County since August 2005. He received his bachelor's degree from the University of Miami and his law degree from the Samford University Cumberland School of Law. Cejka also has a master's degree in business administration with a concentration in personnel management from Mount St. Mary's University.

Before entering the practice of law, he served as a captain in the Army, litigating administrative separations of military personnel as well as teaching the Uniform Code of Military Justice to officers and senior enlisted members of the military.

Before being appointed associate judge of the District Court for Frederick County, Cejka managed a private law practice for about 20 years in general litigation.

Barbara Martin, CEO of Heartly House

Barbara Reed Martin was appointed as the chief executive officer of Heartly House in February 2006.

She has worked with nonprofit organizations for more than 20 years.

Prior to Heartly House, Martin served as executive director of the Baltimore-based Community Housing Associates, providing housing to individuals with psychiatric disabilities.

Among her positions in her native Pennsylvania, she served as the executive director of Big Brothers Big Sisters of Greater Pittsburgh.

Martin has a bachelor's degree in journalism from Indiana University of Pennsylvania and a master's degree in public administration from the University of North Carolina at Chapel Hill.

Maryland Network Against Domestic Violence

The Maryland Network Against Domestic Violence has been working since 1980 to eliminate domestic violence in Maryland through education, training, and advocacy.

As the state coalition, the network works with local domestic violence programs, as well as criminal justice and law enforcement personnel, legal advocates, health care and social service providers, clergy, educators, businesses, community groups, and concerned individuals to promote a coordinated community response to end domestic violence.
