ANNAPOLIS — Frederick County Sen. Michael Hough wants to repeal the state law that allows automated speed and red-light cameras, which issue tens of thousands of citations each year.

“I’ve always hated these things. I thought it was a bad idea from the beginning,” Hough said at a hearing before the Senate Judicial Proceedings Committee on Tuesday.

Organizations that oppose Hough’s bill include the Maryland Chiefs of Police Association, Maryland Sheriffs’ Association, Maryland Association of Counties and Maryland Municipal League. I respect these organizations that want to keep citizens safe. Hough needs to gain insight from these organizations!

It is a balance between safety and "Big Brother". For example, I wouldn't support getting a ticket because my car computer says I went 13 mph over. That is a logical extension of "just don't speed". I would be okay with cameras if the location were determined by, say, a small committee including city/county staff, public and police. Plus having less of the revenue go to the company that makes them. They shouldn't be paid by the ticket (that may have changed).

I believe what he is saying is that placing them in poorer neighborhoods means the majority of drivers there who get tickets will be poor. Poor people tend not to have the resources to fight bad tickets. This was explained in the article. Of course, if you are poor you should not speed because you don't have the resources, but I don't know the failure rate on these speed cameras where people get a ticket when they aren't speeding.

Basically, I am against red lights, but anyone going more than 12 miles over the speed limit in a school zone deserves a ticket. And they do not just check for speed, they also check for running red lights.

Here's the deal; they often aren't in school zones. Case in point (MoCo, but the same rules apply): Driving on Barnesville road into Barnesville from FredCo you pass an elementary school, but the speed camera is located just up the road as you come into Barnesville; AFTER you have passed the school zone. While I understand that Barnesville residents want people to slow down in their town, it sort of abuses the "school zone" concept of speed camera placement

I hate these things too. But I also think they are a necessary evil. They don't give anyone a ticket unless that person is going 12 or more miles over the posted speed limit. And, the ticket never comes with points on the license, and the ticket is more reasonably priced than most tickets given by officers for speeding those amounts. When I've gotten them, it's a pain, but I've deserved them. The speed limits are posted to try to keep everyone safe. I think we all understand and agree with that. None of us follows all the rules all the time. But I think we can swallow a moderately priced ticket with no associated points if we pass a ticketing camera going over 12 miles over the posted speed limit. If we disagree with the posted speed limit in an area (and there are some speed limits in Frederick county that I think are too low), and it matters enough to us, we can contact our leaders and go through the proper channel to try to have the speed limit increased. I agree that we should not place the automatic cameras in places where they don't make sense for the most safety (but seem more to just be trying to catch people speeding), like at the bottom of hills. But repealing them all makes no sense that. I am all for trying to improve driving safety through automatic means and keep police officers free to do more important things. Also, having ticketing cameras instead of police officers out routinely enforcing things like speed limit can help with police officer image--so that police officers are not disliked as much. It also helps keep the ticketing process consistent. You know you will get a ticket if you speed this much, not if you are the right kind of person for talking your way out of it. Again, fixing locations and speed limits is the issue, not the automatic cameras themselves. And even with some in bad locations or poor speed limits, we are better off with them than without them.

Since most readers of the article recognize and realize that red-light and speed cameras are money makers for the cities and counties that use them as profit centers, we could eliminate the devices by just adding a speed and red light tax to our state tax form. Or we could use the red-light cameras at intersections that are documented as known traffic accident locations. Unfortunately, we never are told where the red-light accidents happen. My best guess, and time for a reality check, is that more of them will be installed to get more money. Sorry about that.[rolleyes]

But I do wonder though why we do not always have a camera at locations where a human was killed or even run over by some person not paying attention. Examples of accidents are abundant on the Golden Mile; Baughmans lane & route 40 - lots of accidents there over the years - no camera.
Route 40 & Hillcrest - fatality there - not sure if there is a camera there. Route 40 alternate 40, Stop sign there, no camera - heading towards Braddock. The police wait in the old gas station, so it is sometime 'Protected'.
Route 40 just west of town, heading west or east, lots of humans (speeders) wanting to get home or to work. So if I mention money, I should include the human looses too, but the accidents and sometimes the deaths seem to be quickly forgotten by the public.

rick, download waze onto your smart phone. It is a free app from Google and will tell you where all the cameras are, where the police are, whether they are hidden or not, where the red light cameras are, where the traffic is slow, alternate routes, disabled cars, etc. Can't beat it with any car GPS.

These need to stay! Yes, we all speed and if we do and get caught then we need to face the consequences, but I can tell you that knowing these are around has notched a reminder in my head to slow down! We all need that reminder, especially in the school zones where these are located.

Besides driving for decades, I worked as a Surveyor along the highways for years and witnessed the contempt many motorists displayed for my coworkers and crew while we worked along the roads for the benefit of the commuting public. I made a sign and put it on the back of my Suburban that said,"Please don't kill us,we have family to go home to!"

I've gotten 2 speed camera ticket and you know what? I deserved them! 37 in a 25 on East Street. How many Cops would it take to stop the Insanity I witness everyday on our highway? Speeding is not the worst offense I witness every time I venture out,it's Tailgating! Going 75 in a 55 ,10 feet off the rear of another car who is doing the same thing is Insanity! I have been driving for 55 years and the last time I checked the Laws of Physics have not changed!

vic, that does bother more than some speeding. I can also tell you about when I was doing 50, on route 40 and a black Dodge truck came barreling down the road at about 75 mph, He was highly irritated that I was doing the speed limit, but I was turning a short distance down the road and saw no reason to speed up, so he got 5' off my bumper. I turned a half mile down the road and he barreled on by and cut over in front of me to show his ignorance. Now that idiot is most likely a red neck conservative. Certainly lacks brains.

That tells me right there that their primary purpose is to make money. From what I've read here Frederick is just as guilty of abusing the use of cameras as other jurisdictions are and that's a good enough reason to discontinue their use right there. School zones? Maybe but only an hour or so before the start of school hours and an hour or so afterwards. Not during school hours.

I'm now employed by a company based out of London (as in England,) as an industrial construction surveyor and make far better money than I ever did land surveying. I did. I guess I mis-read a bit right on the very first sentence. The rest of the story was about the speed cameras. They should have stop sign cameras, then. You can't fool those ones. But you should stand at the pedestrian crossing at East and Carroll Creek and witness the red light runners there. A while back one of the city aldermen was keeping track of how many drivers ran that light when the pedestrian-crossing light was on. She witnessed as I was nearly ran over by a red-light runner.

So, according to your logic, the fact that a person does not drive an exact number it is ok to deprive that person of their constitutional rights.... These cameras work on the premise that the person is guilty BEFORE trial. Also, if you are not the person driving the car, the only way to get out of the ticket (assuming that the person driving isn't going to pay) is for you to become an agent of the State and report someone.

Is anyone else really ok with this idea so that we have small stretches of road that MAY be safter? I am not, but oh well, I just happen to engage the grey matter before doing stuff usually....
