A Frederick man was charged with distributing child porn and crossing state lines to have sex with a minor after authorities said he drove to New York after contacting an undercover FBI agent.

Andy William Shreve, 40, was arrested by FBI agents on July 11 after he arrived in Binghamton, New York, where he had previously arranged to meet the agent, who was posing as the mother of two young girls, according to a criminal complaint filed in U.S. District Court for the Northern District of New York.

Based on their conversation, Shreve, who contacted the agent via a social media dating app, made the trip with the intent to have sex with the two daughters as well as a 2-year-old “cousin” that the undercover agent offered him, the complaint states.

In addition to arranging the trip, Shreve also sent the agent a pornographic image of what appeared to be a child and discussed sexual encounters he previously had with children.

Shreve remained in custody Wednesday at the Broome County Detention Center in New York, where he was ordered held without bail after his arrest. Detectives with the Frederick Police Department and the county sheriff’s office, in partnership with the FBI, searched Shreve’s home in Frederick and seized a computer and other “digital devices” that uncovered more evidence that led to other charges in Frederick County, according to a Frederick police press release.

In total, Shreve was charged with 10 counts of possession of child pornography and one count of distribution of child pornography in Frederick County, as well as a federal offense that includes both distribution of child pornography and traveling across state lines with the intent to engage in illicit sexual conduct.

Due to Shreve’s references to the undercover agent regarding previous sexual conduct with children, Frederick police were asking that anyone with further information contact Detective David Dewees at 240-409-0280.
