A Woodsboro man faces 18 charges related to possession and distribution of child pornography after an investigation by the county's cyber crimes task force that began in January.
Luis Emilio Ruiz, 21, of the 9500 block of Woodland Drive, was linked to several Tumblr posts that featured images and videos of child pornography between December 2018 and January 2019, according to charging documents filed in Frederick County District Court.
A county sheriff's deputy was assigned to the case in January after receiving a tip from the National Center for Missing and Exploited Children, and a warrant was issued for Ruiz's arrest earlier this month after the deputy learned that Ruiz was planning to leave the state for an undisclosed period of time, according to the documents.
The charging documents list six videos and three images that were posted from Ruiz's cellphone, resulting in nine counts of possession of child pornography and nine counts of distribution of the same.
Although Ruiz was initially ordered held without bail, Assistant Public Defender Kali Friedmann persuaded Judge Neil E. Axel to give Ruiz the opportunity to post $500 in cash toward a total $5,000 bail in a bail review hearing Thursday afternoon. Ruiz remained in the Frederick County Adult Detention Center as of Thursday afternoon.
