Councilman Billy Shreve warned his colleagues on Thursday that he wouldn’t be returning to a budget worksession after lunch.

Turns out he had other plans — he had a 1 p.m. appearance on “The Kojo Nnamdi Show” to discuss controversial plans to convert Trout Run into a drug rehabilitation center. The issue has come before the County Council because (for complicated zoning reasons) the owners of the property outside Thurmont need a historical designation in order to move forward with their project.

Oh, and the property owners are affiliates of the Church of Scientology and run a rehabilitation program called Narconon, which uses saunas, vitamins and the writings of L. Ron Hubbard to treat addicts.

This particular fact has caused some community members some consternation and led them to advocate for denying a historic label to the Trout Run property. Shreve phoned in to the WAMU radio program discuss the ongoing debate.

Highlights

Shreve repeated some of the things we’ve heard before from him, namely that the Trout Run decision is a simple one and that the property clearly deserves the historical designation based on the evidence.

He then took the opportunity to jab at council colleagues who decided to postpone a decision.

“They’re hesitant because this is the most controversy they’ve experienced since being elected in December. For me, the honeybee lobby was stronger than the folks against this,” he told Nnamdi.

A caller asked for more information about the growing drug problem in Frederick County, and Shreve quoted statistics reflecting a spike in overdoses. And then he started explaining his own perspective on the epidemic.

“I led drug awareness efforts in the high school and middle school for over a year, and I’m the one that gets all the calls when someone needs help,” Shreve said.

Got that? Not the police. Not rescue workers. Shreve gets the calls.

“When someone’s daughter runs away or someone’s son overdoses or their neighbor, you know, is found intoxicated and near death, I’m the one that gets the calls. So I know we have a problem. I know we need to do something about it,” Shreve continued.

Naturally, I had to ask Shreve how many times he is called upon to aid the intoxicated.

Shreve says he would characterize the frequency with which he receives these calls as “randomly frequently.” He said he has never responded to the scene of an emergency but has directed people to the proper resources.

Donald invites constituents to meet with him at coffee shops

Councilman Jerry Donald is again inviting constituents to meet with him on Saturday at various locations around District 1.

Since he took office in December, Donald has regularly made himself available to constituents in different coffee shops and community centers around the area.

“I am encouraged that the citizens have met with me in the last few months. I will continue to visit individual neighborhoods on a regular basis to hear first-hand the concerns, ideas and suggestions from folks so I can provide my district’s residents with the representation they want and deserve,” Donald said in a news release.

Donald will be at the Main Cup in Middletown from 9 to 9:45 a.m., at the Little Red Barn in Jefferson from 10 to 10:45 a.m.; at Beans in the Belfry in Brunswick from 11 to 11:45 a.m.; at the Point of Rocks Ruritan Community Center from noon to 12:45 p.m. and at the small conference room of the Urbana Regional Library from 1:30 to 2:15 p.m.

I cut off my comment somehow. The honeybee lobby crack has me particularly incensed, because it is such a bald-faced admission that he doesn't care about the people of Frederick County. Some nerve he has, throwing that out like that. Clearly Scientologists have more money than the little guys--their raison d'être is money through tax exemptions and blackmail--but to go out and say we just don't count is particularly heinous for a local politician.

Seriously, you are the very LAST person I would call if someone was intoxicated, on drugs, lost or missing.

You admit you can't even figure out a budget yet you think you are qualified to help those in need with serious problems? Really?

Do everyone a favor and make sure you have the appropriate contact information with you every time you get a call. This is something you shouldn't even have to be told to do.

Seems to me that if you stubbed your toe while on drugs you should in fact call the Drug Czar himself directly on a randomly frequently basis.

But if a member of your family was unconscious and turning blue because of a drug overdose calling 911 is a better option.

I though Billy gave up credit for this program so Chuck could get the brownie points and be reelected. As a child we called those kind of people Native American givers.

BUT DickD and HappyMedium, you skipped over all the good parts. Based on your biased reflections of what you claim to know about Scientology, why would anyone want to look past your tabloid assessments and remarks on the Church of Scientology and their methods of rehabilitation? Next time you throw your back out and can hardly stand who do you consult; a chiropractor or orthopaedic surgeon? Will it matter whether either one is Christian or some other religion you don't bow to? Does it really matter one way or the other that one disipline of medicine works only for you but not others?

Where I come from we call this LYING by OMMISSION. Otherwise, why would the Church of Scientology be certified in the field of Addiction Rehabilitation instead of the fraud you are making them out to be?

You confessed awhile back that you are not a person trained in medical science or medicine protocols, except that which you pull off the Internet and SPECULATE on, to form the foundation of your negative thinking on the issue at hand.

Shreve doesn't know either. He hasn't been trained in the science of rehabilitation.He has been in the business of politics all his life and has demostrated he will lie ALSO about his qualifications of being on the other end of a phone line and earning votes from those most vulnerable to persuasion while practicing medicine without a liciense.

AND HappyMedium: Jesus Christ and your particular religious bias and convictions don't heal addictions, other than your own and a belief system that has just as many malpractice violations against it, as you could only imagine, if it weren't for your own addictions to biblical tidings that you can't shake hands wth, much less heal an addiction born of man and NOT HIS DEVINE PRESENCE. IF that were the case, you could reach out with your hand and heal a world small enough to make up the parameters of Frederick , Maryland. Often times beggars can't be choosers and they have to get into whatever program will take them or die from drug addiction.

I listened to the broad cast. Interesting points of views. But I was kind of surprised that Billy stated he was on the planning commision, He was,, but not for the county. Only for the city. But it sounded like he was county and well versed.

There are times I start to like Billy and then he does something that proves he is wrong. I am sure he has gotten some calls, if he truly has taken time to go to the schools. There is no doubt we do have a drug problem in Frederick County. I am pleased that he is helping out, no matter how much and the fact he refuses to define the amount. But it does appear to be more political than true conviction. I think he is totally wrong on the Trout Run being historical and I do no doubt he is being totally political on this.

I have to apologize for not making any of Jerry's meetings yet, I will try to get to one soon.

I watched the meeting on tv this morning that detailed the varied types and amount of damage to the buildings on this apparently beautiful property with its trees and stone buildings and stone walks. The historical designation appears to be a step toward preserving the remnants of a serene getaway, an actual hidden gem. Scientologists want to pay for it. The price tag seems considerable. "A rock and a hard place" here for admirers of this type of setting.

There are times I start to think Billy is really interested in doing a good job, then he ruins my illusion. Yes, I am sure Billy is right, there is a bad drug problem, here in Frederick. Do I think Billy is getting a lot of calls? I don't know, what Billy means by a lot, he refuses to define his meaning. I am glad he is helping no matter how big or small, but it does appear to be more politics than genuine concern. Now when it comes to Trout Run being historic, I think Billy is just plain political and ignoring the facts.

We can call them names, demean their existence, make fun of their egos, but what's left after all that? Are they not still in the news and constantly reminding us they haven't gone anywhere. There is such a thing as crying WOLF every time a page is turned, but eventually they'll come back when you least expect it, while you can't quite get the words out for having said so on too many other occassions when there was no wolf.
