The 2018 election for Frederick County sheriff will feature both incumbent Chuck Jenkins and Karl Bickel, the sheriff’s opponent from the 2014 election, as both men filed with the State Board of Elections on Friday.

Jenkins, who was first elected in 2006, defeated Bickel with 63 percent of the vote in November 2014 to win a third term, but Bickel said Friday he was prepared for a second round. Jenkins, a Republican, joined the sheriff’s office as a patrol deputy in 1990 before becoming a criminal investigator in 1993.

“I think, after 12 years, the voters know who I am, I have demonstrated fiscal responsibility and leadership,” Jenkins said when reached for comment Friday. “I’m not exaggerating when I tell you that everywhere I go in this county I hear people tell me to run again and keep up with the work we’re doing.”

Bickel, a Democrat, spent his first years in law enforcement with the Metropolitan Police Department in Washington, D.C., before serving a stint as director of planning and research with the rank of chief deputy for the Frederick County Sheriff’s Office. Most recently, Bickel worked with the U.S. Department of Justice and other federal organizations focused on police policy.

Speaking shortly after filing his paperwork Friday, Bickel said he will likely run on a similar platform to the one he set forth in 2014.

“Sadly, some of the issues are still the same,” Bickel said. “For example, the opioid epidemic was an issue then, and the only difference is it’s grown worse in the last few years. ... I do have a plan. I think it’s a plan that will take it from a crisis to something that is manageable.”

Both men expressed a willingness to continue where they left off in 2014 regarding the issues pertinent to law enforcement in the county.

“I hope he’s ready to walk into the arena,” Jenkins said with a laugh.

Kevin Grubb, who ran against Jenkins in the 2014 Republican primary, has an open campaign finance account, but has not filed to run in this year’s election. Grubb’s annual finance report indicated less than $1,000 of financial activity by his campaign committee in the past year.

Jenkins’ annual finance report indicated a balance of $6,352.33 and Bickel’s report was active but was reporting a zero balance as of Friday.

Candidates have until Feb. 27 at 9 p.m. to file for the 2018 gubernatorial election.

i believe the race between Mr bickel and sheriff Jenkins will be very close for the office of sheriff.i don't know where anyone can/could go to completely get away form drugs and crime.i feel our present style of justice system has a lot to do with how the drugs and crime is handled in Frederick county and a long with public sentiment

Jenkins has lost some of his business supporters that he had in 2006, due to his role in immigration issues. I could list names, but that would not be appropriate. I feel Jenkins has lost more supporters over immigration, than he has gained, over immigration.

Many of the old redneckers that supported Jenkins have croaked. Or are locked up.

I remember in 2006 there was a guy from Brunswick that was in love with Jenkins and campaigned heavily for him. Jenkins made him deputy. And, after this deputy shot a dog - he was fired a year or two later. Pretty sure that’s one less vote Jenkins has. LOL

Karl, what are you doing? Why would you say you are running the same campaign. Didn't it fail last time? Doing the same thing over and expecting a different result isn't smart. Im not saying its in the bag, he may have to fight for it but he'll win again.

Jacksaw1984 You are absolutely right. Doing the same thing over and expecting different results is not a wise course of action. What I said was that sadly many of the same problems still exist and in fact have gotten worse. So some of the same issues will have to be addressed. But there will be more to the campaign than reminding folks of problems that have only grown worse over the past four years, particularly the opioid epidemic.

Also, the position of sheriff is a management position. The ability to communicate and relate to the community is a huge positive attribute. The ability to manage people , as in deputies, is a huge attribute. The ability to understand legal issues, such as liability and negligence is paramount.

When Jenkins was initially elected - he lacked all the above, and most likely, based on some of the lawsuits against him - still does.

The problem with the position of sheriff, is that the Average citizen has no knowledge or understanding of what Exactly a sheriff’s responsibility is. And the same can be said for the job of
Clerk of the circuit court. As well as register of wills.

This mentality about “street experience” is totally and completely misguided.

That, and Baltimore and Washington DC have “streets”. Frederick county does not. (Excluding the city, because the city has a police force of their own)

Actually gdunn Karl was not only a desk jockey but while in Washington DC I worked in the inner city walking a foot beat and in a scout car. I worked in the special operations division in casual cloths, on barricade teams (forerunner of ERT), the civil disturbance unit, and more. As a detective worked in the auto theft unit and fugitive squad. I made arrests for everything from homicide and bank robbery to disorderly conduct and nearly everything in between. I would be happy to sit down over coffee and chat about my experience, just let me know.

Our majority white county has a higher opioid drug overdose death rate per capita than any minority County in America. This isn’t the failure solely of local law enforcement but in contrast taxpayers funded schools fail to meet basic expectations of student achievement the principal is usually shown the door. I believe law enforcement is just as critical as public schools and we should demand excellence in both agencies.

And as for policies, I actually developed the Administrative and Operations Manuals that govern Sheriff’s Office operations when I was there. Though they have been updated the meat of critical policies has not changed. I still have copies of the originals if you would like to sit down over a cup of coffee and compare/discuss. Just let me know.

No, just a sign or two in my yard and support Jenkins in any conversation that arises. The Frederick County Sheriff office led by Jenkins has done a great job in my humble opinion. I am very surprised Bickel is running again. Not a snowball chance in Hell. Bickel should give up. Jenkins is still way too popular to lose.
