By special permission from Governor Emerson C. Harrington, George Keith, sentenced to serve six months in the Maryland House of Correction, yesterday afternoon attended the funeral of his wife and son, Mrs. Rosie Keith and Thomas Keith, drowned in the Chesapeake and Ohio Canal on Saturday night late.

A fair official said last night the Frederick Fair didn’t make a profit last week while another official said the rain drenched five-day stand was probably the worst in history. Another fair official said that “weather wise and financially” the 1966 edition of the fair is the worst on record.

The Frederick City Police Department has fallen short of its goal in hiring more black officers, according to a report from the Frederick County Human Relations Commission. But Maj. Ray Raffensberger, police chief, said the department’s six blacks is a much better number than the one five years ago.
The Frederick County Board of Education on Wednesday gave concept approval for the school system to adopt the Character Counts program. Developed by the Josephson Institute of Ethics, the program emphasizes six attributes of good character: trustworthiness, respect, responsibility, fairness, caring and citizenship.
