The Frederick County Sheriff’s Office will be re-opening Fingerprinting Services by appointment only beginning June 23. Hours will remain the same; Tuesday-Thursday 11 a.m. to 5 p.m. We will only be accepting two appointments every half hour, with a maximum of 24 appointments allowed in one day. Appointments may also be made by phone by calling our Fingerprinting Services line at 301-600-4058 and leaving a message. A representative will call you back promptly to schedule your appointment. An appointment is required, and no walk-ins will be accepted.
The State's Attorney's Office and Senior services will be partnering once again this year for June Elder Abuse Awareness Month. Due to COVID-19, we will not be visiting the County Senior Centers. On June 22 at 9:30 a.m., the State’s Attorney’s Office will host a LIVE ZOOM EVENT in partnership with Frederick County Senior Services to discuss how local seniors can identify and avoid becoming a victim of online scams. This year’s discussion will focus on the threats posed by cybercriminals during the COVID-19 pandemic. The event will be hosted by Chief of the Economic Crimes Unit Jason Shoemaker. • Playgrounds maintained by Frederick County Parks and Recreation are now open for use. Parks and Recreation Director Jeremy Kortright today announced plans to gradually reopen other facilities and programming, which have been unavailable under Governor Hogan’s Executive Order in response to the COVID-19 pandemic.
In addition to the immediate reopening of playgrounds at County-operated parks, Kortright announced the following changes in operations:
Shelters and ball field reservations will resume July 1. People with existing reservations will receive an email with information on how to complete the updated process. Reservations require a physical distancing plan and must comply with all health regulations.

Catoctin Creek Nature Center’s lobby will open with a modified schedule on July 18. All visitors will be required to wear a mask while indoors and to maintain physical distancing. Classrooms remain closed.
All large events and gatherings in County parks are prohibited. Large gatherings continue to present a risk for spread of the virus.
The openings announced today affect Frederick County-operated parks only. All Frederick County Public Schools facilities, including playgrounds and tracks, remain closed. Questions about playgrounds maintained by homeowners associations, municipalities, and the State should be directed to those organizations.

• The City of Frederick continues to evaluate its operations and how best to deliver services in a way that is safe for the community and City employees. As the City continues to recover and proceed through reopening stages, the following operational adjustments will occur:
Daytime meter enforcement will begin June 17 with courtesy tickets. Normal ticket enforcement will start on July 1.
Curbside Pick-Up Zones will continue throughout the downtown area and do not require meter payment. Parking garages continue to offer 30 minutes of free parking for pickup at this time.
As a reminder, street sweeping has returned to its normal schedule. The City began issuing courtesy tickets on June 8. Normal ticketing will resume on July 6.
All other parking restrictions have remained in effect throughout the City’s pandemic response and are being enforced. Questions regarding parking enforcement can be directed to 301-600-1429.
Parks & Recreation
All park playgrounds and pavilions are open starting June 16. Users are encouraged to practice physical distancing, practice proper hand hygiene, and avoid large gatherings.
All park pavilion permits, permitted use of city fields, and permitted use of city tennis courts will resume on July 1. Return to play/usage plans and a revised reservation process have been implemented. Applications are being accepted effective June 16 for permits beginning July 1 for City Pavilion Permit Application, City Field Permit Application and City Tennis Courts Permit Application.
All other Park facility permits remain suspended until further notice. This includes amenities within Baker Park and Carroll Creek Linear Park. Return to play/usage plans and a revised reservation process are being planned and will be announced as conditions warrant.
The Talley Fitness Center will reopen June 22 with safety precautions and a reservation system in place for members only. More information will be shared with fitness center members on the new protocols by June 18.
The Department will be offering six outdoor playground program camp locations which include Greenleaf, Hillcrest, Lake Coventry, Monocacy Village, Overlook, and Willow Brook Parks. The program will operate weekdays July 6, 2020, through Aug. 21 from 8 a.m. to 5 p.m. Additional information is available online at cityoffrederickmd.gov/webtrac. Additional Return to Recreation programming is being planned. Information will be provided as conditions warrant.

• As the community transitions to opening more non-essential businesses, TransIT Services of FredericknCounty will be returning the following service effective today Monday, June 8th.
The following routes will be changed or returned to service: Connector Routes returning to service: #10B, #51 and the #61. Please note changes to the #51 and #61 in the release in regards to outdoor dining in Downtown Frederick.
Connector Routes with changes: #65 will return to its normal weekday schedule.
Shuttle Routes returning to service: Brunswick Jefferson, East Frederick, Emmitsburg, Thurmont, North Frederick, and the Route 85 shuttle.

• Beginning June 5, at 5 p.m., the Maryland courts will resume functions through a phased approach. Currently in Phase I of a five phased plan, the Maryland Judiciary will move to Phase II on June 5. During Phase II, courts will continue to be closed to public except for those who are necessary to the matters being heard. Each phase will represent an increase in the level of activity within each courthouse and court office. Depending on the current state of COVID-19 throughout Maryland, it may be necessary for a jurisdiction to adjust phases. Visitors are required to wear masks while in public spaces. Elevator capacity will be limited. Finally, the courthouse is in the process of creating and posting signs at entrances regarding procedures. The FCSO will screen all visitors before entering the courthouse (questionnaire); this may include taking temperatures.
• As staffing levels return to normal and traffic increases on City of Frederick streets, street sweeping will return to its normal schedule and ticketing will return. The City will begin issuing courtesy tickets for one-month starting on June 8. Normal ticketing will resume on July 6. Avoid ticketing by parking only on designated sides of the road on street sweeping nights at www.cityoffrederickmd.gov.
• Starting June 1, COVID-19 testing operations will relocate from the Toll House location to the Frederick Health Village (former State Farm Complex). Testing will continue to be an outdoor operation, utilizing a similar set-up to what was established at Toll House. Testing will no longer be conducted at the Toll House location after May 31.
• As of 5 p.m. May 29, restrooms in two City of Frederick's parking garages will reopen: Carroll Creek and Church Street garages. They will be regularly cleaned per CDC guidelines and will be adequately stocked with handwashing supplies.
• Celebrate Frederick has suspended all events through Sept. 1. This includes the Summer Concert Series, Summerfest Family Theatre and Frederick's 4th in Baker Park. More information at www.celebratefrederick.com.
• Despite Gov. Hogan's latest orders, the following City of Frederick service operational adjustments, as previously announced, will remain in effect: The Edward P. Thomas Jr. pool and the William R. Diggs pool will be closed through July 12; after a re-evaluation new information will then be provided. Parks and Rec is working to offer summer programs following the state's guidelines with more information to come. Pavilions and playgrounds will remain closed until the state increases the mass gathering size allowance, which currently stands at 10.
• At 5 p.m. May 29, restaurants with current sidewalk cafes and outdoor dining areas may start to offer outdoor dining with the necessary measures in place per the Governor's orders. Barbershops and hair salons may open, by appointment. All retail establishments may open at 50 percent capacity. Indoor worship facilities may open at 50 percent capacity. All must follow safety requirements including the use of face coverings and physical distancing of 6 feet.
• Frederick County Public Libraries will begin a tiered reopening on June 1 by launching curbside service. This new service will be available by appointment and for materials already on hold. During this phase, staff will be available during a modified schedule to answer phones for all inquiries, but buildings will remain closed to visitors. Bookdrops will also reopen for the return of library materials. Overdue fines will not be charged during this phase. All returned materials will be quarantined for 72 hours in accordance with guidelines from the CDC. Public events, meeting rooms and study rooms will remain suspended or closed until later phases of the tiered reopening. A wide range of virtual programming will continue including the June 1 launch of FCPL's all-virtual Summer Challenge 2020, which invites participants to "Explore, Invent and Transform Your Story," with virtual activities. • All traditional classes and programs are suspended through July 12. All traditional Day Camps and Swim Lessons are canceled for the Summer of 2020. Participants will receive a refund. • All parade/walk/race permits are canceled through July 31. Patrons will receive a refund. Refunds will be processed and issued as promptly as possible. New applications and applications currently under review for parade/walk/race permits are not being accepted/processed at this time. As conditions warrant, the City will communicate plans to resume the application and permit process.
• All park facility permits and permitted use of city fields are suspended until further notice. Return to play/usage plans and a revised reservation process will be in place and announced as conditions warrant and as restrictions are eased regarding mass gatherings. Patrons will receive a refund. Refunds will be processed and issued as promptly as possible. New applications for park facilities and field usage are not being accepted at this time.
As previously announced, the following: All Talley Fitness Center memberships, including those with automatic billing, remain suspended. When the Fitness Center reopens, all memberships, including passes, will be reactivated on the patrons’ first visit back to the facility.

• On March 13, Mayor O’Connor declared a City State of Emergency. As part of that declaration, all due dates for City bills, permits, licensures, and citations will be extended to 30 days after the State of the Emergency ends. • Pandemic use restrictions have been lifted from Frederick County's waste processing facilities at 9031 Reichs Ford Road, Frederick. The transfer station, yard waste drop-off, Citizens' Convenience Center and recycling drop-off center are open to the public. Mulch and compost sales have resumed. Procedural changes include:
— Administrative offices remain closed to all walk-in business.
— Paid transactions must be completed using check or credit card only; cash payments will not be accepted at this time.
— All customers utilizing the site must wear a facial covering/mask and/or comply with social distancing, maintaining 6 feet or more between individuals.

• In accordance with Gov. Hogan's emergency orders limiting gatherings and the unknown of when these restrictions will be lifted due to the COVID-19 crisis, the Glen W. Eyler Post 282, American Legion, in Woodsboro will not be conducting its annual Memorial Day services and parade on May 25.

• Frederick County Executive Jan Gardner today announced plans to phase in the opening of businesses and activities in Frederick County, as the COVID-19 coronavirus continues to create a public health emergency. As of 5 p.m. Friday, May 15, the following will be permitted: Curbside pickup at all retail establishments of any size. Manufacturing. Reopening of small retail businesses (less than 10,000 square feet of space). Under State orders, these stores may only open up to 50 percent of their capacity, and must follow other guidelines provided by the State and County. Reopening of animal adoption facilities, car washes, and pet grooming facilities. All businesses and activities must continue to follow statewide safety guidelines. Face coverings are required to be worn by customers and staff inside any business or public space. Physical distancing must be observed. Handling of cash must be limited. No gathering may exceed 10 people.
After two weeks, if there is no increase in the utilization of hospital beds or intensive care unit beds in the county, and we do not see an influx of patients from nursing home as test results are known, additional businesses will be permitted to reopen. This includes barbershops and salons, which will be required to set aside morning hours for seniors and other vulnerable residents before opening to other customers. Houses of worship will be allowed to hold services if they enforce physical distancing; require face coverings; and limit attendance to 50 percent of capacity, with a cap of 250 people. County government services will continue unchanged from their current status. • The City of Frederick will follow the County's plan. As the City slowly begins to reopen, the City’s State of Emergency will remain in effect. To support the small retail shops that can now operate with curbside pick-up and limited indoor shopping, downtown curbside pick-up zones will be expanded. All city garages are also offering free thirty-minute pick-up parking and daytime parking meter enforcement remains suspended.

• Due to increased security measures, portions of Catoctin Mountain Park will be closed effective at noon on Friday, May 15. Closures are scheduled to continue through approximately 5 p.m. Sunday, May 17. Park Central Road will be closed between the Thurmont Vista parking lot and the Camp Greentop entrance. Trails to Hog Rock Overlook and Blue Ridge Summit Vista will also be closed, but all other trails will remain open. Md. 77 (Foxville Road), which serves as the primary access route to the park, remains closed and detoured between Catoctin Hollow Road and Stottlemeyer Road due to culvert repairs. • Frederick County wants you to Vote Safe-Vote at Home-Vote by Mail. Registered and eligible voters will automatically receive a primary election ballot in the mail. There was a delay in the post office delivery of many ballots to Frederick County voters from the Maryland State Board of Elections. You should receive your ballot no later than next week. Voters who have not received their ballot by Tuesday, May 19, should notify the Board of Elections office. Due to the difficulty in making a late date change on the ballot, the date printed at the top of the ballot is incorrect. The date on the ballot is the original date for the primary election, April 28. The changed date for the election does not affect how your ballot is counted. You must be registered with the Democratic or Republican parties to vote for President and most other contests in the June 2 Primary Election. If you are not registered with either party, you’ll only be eligible to vote for Board of Education candidates. • Behavioral Health Administration has created a Telehealth Resource Guide and an interactive Telehealth Map to help new patients access care. The map includes known behavioral health providers now offering telehealth services across the state (https://telebehavioralhealth-maryland.hub.arcgis.com). Operation Roll Call is another new program that offers veterans regular check-in calls and a chance to talk to someone who can offer support. • In collaboration with its Multi-Disciplinary Team partners, the Child Advocacy Center continues to conduct emergent child forensic interviews and with receipt of PPE from the Health Department and Maryland Children’s Alliance, can now begin conducting emergent forensic medical exams. The CAC assembled care packages with coloring books, crayons/colored pencils, bubbles, chalk, popcorn, slime making materials, stress balls, and journals and delivered them to more than 60 CAC clients. The Friends of the CAC and Project Linus have provided face masks for CAC staff, Multi-Disciplinary Team partners, and children and families visiting the center. Virtual programming has increased with the addition of Telehealth services for therapy clients and Trauma-Sensitive Mindfulness, Breath & Movement Skills virtual workshops for FCPS elementary school teachers to help their students learn and practice stress management and coping skills. • Beginning May 11, the Department of Solid Waste Management's 9031 Reichs Ford Road Facility will resume accepting yard waste collected with Frederick County from residential customers as well as welling mulch and compost. Yard waste must be brought to the main entrance of the facility, as the recycling drop-off center remains closed at this time. To access the facility, customers must comply with social distancing in accordance with Executive Order #20-04-15-01, which requires maintaining six (6) feet or more between people or the use of face coverings. Normal yard waste guidelines apply (materials must be loose or in paper bags, branches must be less than 6 inches in diameter and less than 8 feet in length) and there is no fee to drop off yard waste for recycling. • Gov. Larry Hogan is allowing Marylanders to participate in safe outdoor activities effective May 7 at 7 a.m., including fishing, boating, camping, tennis and golf. State beaches and parks will also be open for outdoor exercise; chairs, blankets and picnics prohibited. In all activity, social distancing is encouraged, participate in activities with family or others who reside with you, no gatherings of more than 10 people.

• Frederick Health Hospital offers testing for COVID-19 via curbside service. To qualify for testing, patients must meet the following criteria (using CDC guidelines): Experiencing two or more of the following symptoms — fever, cough, sore throat, chills, muscle aches, headache, diarrhea, shortness of breath or difficulty breathing, OR the new onset of loss of taste or smell. • The 2020 Alive @ Five season is postponed until further notice. The Partnership will not launch its weekly outdoor happy hour series until all stay-at-home orders have been lifted, it is once again deemed safe to allow public gatherings and any necessary event changes can be implemented to ensure the safety of event attendees, volunteers, staff and band members. • FCPS continues to distribute “to-go” meals from a school bus at the following locations. New location is Centerville Elementary. Service has been discontinued at Overlook Park. Breakfast, lunch and supper meals on Mondays, Wednesdays and Fridays, 11 a.m. to 1 p.m. Please also note that, contrary to reports from some media outlets, FCPS has not required and does not require children to be present in order for an adult to obtain meals for them. The adult needs to provide name(s) of the child(ren) for whom meals are picked up.

• The City of Frederick Parks and Recreation is shifting its use of parks during this pandemic to support two local nonprofits in their COVID-19 response efforts. Beginning Monday, May 4, twelve city parks will act as distribution locations for City Youth Matrix and I Believe in Me’s School Buckets. • The William R. Talley Rec Center and all satellite facilities will be closed through the City's State of Emergency or May 31, whichever is later. • The Clustered Spires Golf Course is closed until further notice.
UPDATED: BEGINNING 7 a.m. APRIL 18 in Frederick County and statewide, by order of Gov. Larry Hogan, customers and employees at essential retail businesses and those using any form of public transportation are required to wear face coverings that fully covers a person's nose and mouth, but is not a medical-grade mask. The term face covering includes, without limitation, scarves and bandanas. The health order also requires that these retailers establish capacity limits by setting limits on the number of customers in the facility at a given time and the number of individuals in any queue outside the establishment in order to promote social distancing.
Masks made for use in health care settings, such as N95 masks, should be reserved for health care workers. Cloth masks are an acceptable alternative for face coverings. CDC offers instructions (www.cdc.gov/coronavirus/2019-ncov/prevent-getting-sick/diy-cloth-face-coverings.html)on how to make face coverings at home with T-shirts or bandanas, as well as information about how to safely remove and clean cloth face coverings.

How to Put the Face Covering On —Wash your hands with soap and water for at least 20 seconds (or alcohol-based sanitizer). Dry your hands with a clean paper towel and throw the paper towel away. Make sure the exterior side of the face covering is facing out, away from your face. Place the face covering on your face with the exterior side facing out. If it has ties, use the ties and avoid touching the inside/outside of the covering. Make sure the covering is completely secure. Make sure it covers your nose and mouth so that the bottom edge is under your chin. Wash your hands.
While Wearing During the Day — Do NOT pull the covering down like one would a scarf. Adjustments should be made using the ties. Avoid touching your face even when the covering is in place. Every time you do touch the face covering for any reason, wash your hands before/after touching.
Removing and Cleaning the Covering — Wash your hands before removing. Untie or remove the head or ear loops and remove the covering by the ties. Wash it in the washing machine with hot water and completely dry on medium or high heat. Wash your hands.
Tips to prevent fogging for glasses-wearing individuals — Washing lenses at the beginning of the day, or before donning a covering, with soap and water and drying with a soft cloth can mitigate fog. Dishwashing soap works best. Folding down the top of the covering provides a “vent” for air to escape. Folding a piece of tissue into a small rectangle and attaching it to the inside of the covering where rests on the bridge of your nose will absorb moisture.

• Frederick Health Hospital: What is the white tent (not the drive-through testing) outside of Frederick Health Hospital? Through the State of Maryland, Frederick Health Hospital has received a mobile unit that will be installed outside of Hospital Entrance #3. FHH has not identified a specific use for the space at this time. Frederick Health Hospital takes comfort in knowing that they will have additional capacity for any needs that arise.

At this time, paper applications are not available from your local department of social service or library due to state buildings being closed to the public. A paper application may also be downloaded from the DHS website and mailed or faxed to your local department of social services office. 5. What do I do if my recertification period ends in March or is coming due in April or May? No immediate action is needed. Below, is the revised recertification extensions by program. • The Senior Services Division encourages older adults in Frederick County to stay engaged and connected, even as in-person public gatherings are on hold, through new online offerings from the Division’s 50+ Community Centers. • Social Security beneficiaries and Supplemental Security Income (SSI) recipients who don’t file tax returns will start receiving their automatic Economic Impact Payments directly from the Treasury Department soon. People receiving benefits who did not file 2018 or 2019 taxes, and have qualifying children under age 17, however, should not wait for their automatic $1,200 individual payment. They should immediately go to the IRS’s webpage at www.irs.gov/coronavirus/non-filers-enter-payment-info-here and visit the Non-Filers: Enter Payment Info Here section to provide their information. Social Security retirement, survivors, and disability insurance beneficiaries with dependent children and who did not file 2018 or 2019 taxes need to act by Wednesday, April 22, in order to receive additional payments for their eligible children quickly. SSI recipients need to take this action by later this month; a specific date will be available soon. By taking this proactive step to enter information on the IRS website about them and their qualifying children, they will also receive the $500 per dependent child payment in addition to their $1,200 individual payment. If beneficiaries in this group do not provide their information to the IRS soon, their payment at this time will be $1,200. People would then be required to file a tax year 2020 tax return to obtain the additional $500 per eligible child. People with Direct Express debit cards who enter information at the IRS’s website should complete all of the mandatory questions, but they may leave the bank account information section blank as Treasury already has their Direct Express information on file. Additionally, any new beneficiaries since January 1, 2020, of either Social Security or SSI benefits, who did not file a tax return for 2018 or 2019, will also need to go to the IRS’s Non-Filers website to enter their information as they will not receive automatic payments from Treasury.”

• Burn ban: The Frederick County Fire Marshal’s Office has issued a total ban on outdoor burning effective at 6 a.m. April 22 until further notice. All outdoor burning, including recreational fires, is prohibited. The fire danger forecast for Frederick County today is Moderate. Winds will gust today along with a chance for 1/10 inch of precipitation. Tomorrow winds will continue to gust along with lower humidity which will create a High fire danger rating.
• Beginning Tuesday, April 21, Fort Detrick is suspending the Trusted Traveler Program until further notice. All visitors without Dept. of Defense ID or Personal Identity Verification (PIV) card are required to be vetted at the Nallin Farm Gate. This gate is open 24/7 and visitors are asked to please follow the directional signs to the appropriate lanes. Army personnel whose Common Access Cards are expiring between now and Sept. 30 may update their cards online. Eligible card-holders may log onto ID Card Office Online at https://pki.dmdc.osd.mil/self_service/ to update the certificates on their CACs, Uniformed Services ID Card, and Volunteer Logical Access Credentials within 30 days of the expiration date. The temporary changes were approved by the DOD April 16 as a safety measure during the coronavirus pandemic. ID cards may be updated online within 30 days of expiration. For example, a card expiring May 30 may be updated no sooner than May 1. Online updates will not work for cards that already have expired. The new measures are in place through Sept. 30 and may be extended depending on the scope of the coronavirus national health emergency, according to the DOD. • Starting Monday, April 20, all 22 FCPS meal sites will serve breakfast, lunch and supper meals for the week on Mondays, Wednesdays and Fridays from 11 a.m. to 1 p.m. FCPS will no longer serve meals on Tuesdays and Thursdays and will no longer provide a separate service time for breakfast at the school-based (non-bus) sites. • The Office of People’s Counsel (OPC) has developed Information Sheets to answer questions on utility bills, bill payments, and service disconnections for each gas and electric utility, and single Information Sheets for water services and for phone and internet services. • Effective April 10, all employees and customers of the Fort Detrick Commissary, Post Exchange (PX) and Military Personnel Division/ID Cards are required to wear face coverings. Fort Detrick Directorate of Operations is now accepting appointments for Mission Essential Employees ONLY, who require an access control badge. • Frederick Community Action Agency UPDATES:
The Soup Kitchen is operating on a carryout basis only 5:30 to 6:30 p.m. daily, serving 150 meals each evening, and is looking for local restaurants and caterers to aid in the preparation of those prepackaged meals. The Soup Kitchen is also in need of paper lunch bas, plastic sandwich bags, granola bars, fruit, pudding or Jell-O cups, small bottled waters, individually wrapped cookies or pastries, single-serve drinks, chips, crackers and packets of condiments, and individually wrapped spoons, forks and knives.
The Food Bank is operating 2 to 4 p.m. Monday, Tuesday, Thursday and Friday. Additionally, in collaboration with the Salvation Army, FCAA mobilized its Food Bank to serve local seniors and households. Food bags are currently being delivered to Taney Village and Catoctin Manor and through food drops with the Asian American Center of Frederick and the Spanish Speaking Community of Maryland. To continue on-site and mobile food distribution, the Foodbank is in need of the following supplies: cereal, canned meat, bread, toilet paper, pasta, mac 'n' cheese, spaghetti sauce, canned fruit and vegetables, soup, single-serve containers of food, rice, household cleaners, baby items such as formula and baby food, feminine hygiene, paper items such as tissues, paper plates, napkins and paper towels, peanut butter, water, shelf-stable milk, juice, granola bars, coffee, non-refrigerated fruit cups. No contact donation drop-off is available at 14 E. All Saints St. Monetary donations may be contributed through Friends for Neighborhood Progress (make a note for “FOODBANK”). FCAA supports any donations, however, wants to ensure the safety of our donors. Please continue to lessen your exposure and only pick up items for donations during your routine trips to stores.
• The Frederick County Fire Marshal's Office has issued a total ban on outdoor burning effective 6 p.m. April 9 until further notice. All outdoor burning, including recreational fires, is prohibited. The U.S. Forest Service has classified the forest fire danger as moderate. With the following conditions that are forecasted, the danger rating may be elevated. The real threat is for about the next 72 hours the wind is going to be sustained between 15 and 25 mph in all counties. Gusts will approach 50 mph in all locations as well.
• REMINDER: All open space in parks located in Frederick County is currently open except for the Appalachian Trail which is closed. Some facilities and/or amenities inside the parks are closed. The following closures apply to all parks located in Frederick County including those owned by the municipalities, county, state, and National Park Service. All playgrounds are closed. All water fountains are turned off. All restrooms are closed. All buildings located inside parks are closed. All building and facility reservations have been cancelled. All campgrounds are closed. All golf courses are closed.

• From the Town of Middletown: Please DO NOT flush Clorox or Lysol wipes into the sanitary sewer system. Our sewer pump stations are designed to pump normal sanitary sewer flows. These wipes are fiberous and cannot be conveyed through the pumps. These wipes have gotten caught in the pumps and caused significant damage totaling more than $14,000 over the years. We ask for your help by not flushing any Clorox or Lysol wipes or any other type of cleaning wipe into the sanitary sewer system. • UPDATED: Frederick County Animal Control asks residents to plan ahead now if you are an animal owner and to make and emergency care plan for your pets. Have a list of family members, friends, neighbors or a local boarding facility to safely care for you pets if you are not able. Keep veterinary records and medical information readily accessible with a supply of food and medications. In an emergency, the Animal Control Center should be a last resort to house your pets. Animal Control Officers are currently responding to priority calls and are on duty 7 days a week from 7 a.m. to 9 p.m. Phone 301-600-1544 to speak with an Officer, file a complaint or for further information. • Beginning April 9, TransIT is requiring all passengers to wear appropriate masks or facial coverings when boarding a TransIT vehicle to prevent the spread of COVID-19 in Frederick County. A mask or facial covering can include a surgical mask, a homemade mask, scarf, or piece of clothing used to cover one's mouth and nose. • Frederick County Council President MC Keegan-Ayer in consultation with legal counsel and the administration, based on the continuing state of emergency in Maryland announced that the Frederick County Council will once again postpone the public hearings on the two rezoning cases scheduled for April 14, Cromwell PUD Rezoning (R-19-01) and Delauter/Hutzel MXD Rezoning (R-19-02). Members of the public are legally permitted to conduct cross-examination of both staff and the applicants in rezonings, and there is a great need to hold these proceedings when the public can both attend and fully participate in person.
• The Carroll County Board of Commissioners voted on March 31 to pursue the establishment of a $500,000 Carroll County Small Business COVID-19 Emergency Relief Fund, to offer working capital to assist Carroll County small businesses with disrupted operations due to COVID-19. The Carroll County Department of Economic Development worked with the Comptroller, County Attorney and the Industrial Development Authority to establish the fund. The application portal opens April 7, at 5 p.m. Businesses must apply online at http://carrollbiz.org and meet certain conditions, found at the website.
• Workforce Services announces a new video that highlights some of the services that offered remotely to job seekers. This video is posted on the website www.FrederickWorks.com, shared through their social media platforms, and can be viewed at www.bit.ly/WFSRemote.
• The Child Advocacy Center of Frederick County has implemented precautions to protect direct services clients, staff and multidisciplinary partners, and is working to develop creative child-focused approaches to service delivery. The Center asks that any adult who interacts with a child whether face-to-face while practicing physical distancing, by telephone or through various virtual applications to please check-in with them; ask how they are doing, ask how their caregivers are managing, ask them what’s changed in their family since the crisis, ask them if they feel safe. It is important for kids to know that someone is still looking out for them; that neighbors, teachers, family and community member are still there for them. • Due to the restrictions in place to combat the COVIS-19 crisis, the Town of Middletown has decided not to sell rain barrels at this time. Town officials have learned that the facility where the Town purchases the barrels is closed due to COVID-19, and they are looking to end the rain barrel program. Look for information next spring as officials determine how to make this opportunity available to residents once again.
• Carroll County Public Library is closed until further notice following Gov. Hogan’s orders of continued social distancing and for residents to stay at home. CCPL has canceled all events until at least May 18.
• As previously announced by The City of Frederick, the Clustered Spires Golf Course is closed until further notice. Please note that during this closure, golf play, walking, running, biking, use of the course path system, and general access to course facilities are not permitted.
• The Maryland Symphony Orchestra has canceled the remaining performances for the 2019/20 concert season, including the May 9 concert. • Fort Detrick has begun asking all delivery drivers and visitors questions related to current health and exposure risk. If they answer yes to any of them, they are not permitted on the installation. • As of April 3, the Family Partnership of Frederick County office is currently closed due to the COVID-19 crisis. • Beginning April 1, all Frederick City park playgrounds, pavilions, basketball courts, tennis courts, in-line rinks and skate parks are closed.
• Beginning April 1, Mayor Michael O'Connor will hold weekly public briefings on Wednesdays at 10 a.m. to provide updates on the City's COVID-19 response. • UPDATE: The Town of Middletown continues to monitor the COVID-19 situation and re-evaluating every 24 hours. Due to the current State of Emergency declared by Gov. • Starting March 26 no visitors will be permitted at Frederick Health except under specific circumstances. Specific circumstances include: One visitor to accompany patients experiencing an emergency, one visitor inclusive of a professional support person or postpartum helper of a patient in the labor and delivery and postpartum units, one parent or caregiver of pediatric or NICU patient, two visitors for patients at End-of-Life, one visitor will be permitted to accompany a patient to an ambulatory visit. These restrictions are in place with everyone’s health and safety in mind. An approved visitor (based upon the criteria above) will be screened for flu-like symptoms, such as fever, cough or shortness of breath and will not be able to stay if symptomatic. Family, friends and loved ones are encouraged to use electronic devices and apps to keep in contact with patients.
• The Frederick County Division of Fire and Rescue Services will be implementing a new protocol from the Maryland Institute of Emergency Medical Services System (MIEMSS) on March 26. The Viral Syndrome Pandemic Triage Protocol allows EMS personnel the capability to determine if possible COVID-19 patients are candidates for home self-care. First responders dispatched to calls for patients that may be positive for the COVID-19 virus will initiate contact with the patient and, through an assessment and series of benchmarks, may determine the patient meets the requirement to remain at home under selfcare. These patients will be provided with information and handouts on how they should be caring for themselves from their home and signs and symptoms they can watch for that may require further medical treatment. If the patient agrees with the assessment EMS personnel will follow up with them within 24 hours for an over the phone assessment. These protocols were designed as a decision making tool to assist during a pandemic when critical care systems become overloaded. It is the intent of Frederick County Fire and Rescue Services that the care and service provided by first responders to the citizens of Frederick County will remain a top priority.
• With limited exceptions, including certain emergency matters, the Maryland state courts will remain closed to the public through May 1. All non-emergency matters scheduled for a court hearing or proceeding, including jury trials, scheduled to begin March 17 through May 1 will be postponed, unless otherwise noted. Scheduling orders issued in civil and family law matters will be addressed by motion on a case-by-case basis. Foreclosures of residential property, foreclosures of the right to redeem residential property sold in a tax sale, residential evictions, and executions on residential real property under levy or lien are stayed and new or pending types of these actions will be accepted but not processed during this time. Emergency matters include, but are not limited to, domestic violence petitions, peace order petitions, family law emergencies, extreme risk protective orders, bail reviews, juvenile detention hearings, and search warrants. These matters will continue to be handled by the courts, which are staffed on a reduced basis, through May 1, unless the Chief Judge issues a further order.
The Maryland Judiciary’s electronic filing system, referred to as MDEC, remains available and is required to be used in all MDEC counties. In non-MDEC counties or for self-represented litigants, filings can be mailed to your local clerk’s office or can be dropped off in a drop box. The Maryland Judiciary’s online portal CaseSearch continues to be updated as clerk’s offices across the state process filings during this public health emergency. • On March 25, County Executive Jan Gardner announced that Frederick County government buildings remain closed to the public until further notice. Senior centers, libraries, park buildings and nature centers remain closed. TransIT services are reduced and should only be used for essential needs such as to reach jobs, grocery stores or dialysis appointments. TransIT riders should be alert for future service changes.
• The Frederick County Landfill remains open, although residents are asked to limit visits to essential-only trips. The recycling drop-off center will close to the public as of March 30. No walk-ins will be accepted for recycling or compost bins.

• Frederick Health closures: Liberty Office – Discontinue walk-in visits effective March 21: Frederick Health Medical Group will temporarily discontinue walk-in services at the Liberty office on Thomas Johnson Drive. Those that need to be seen are encouraged to stay home and use the Virtual Visit service, currently available for free at FrederickHealth.org/virtual-visit.
— Imaging: The following exams will be postponed for the duration of the coronavirus crisis: screening mammograms, screening breast MRI, DEXA bone density, CT lung screening and CT calcium score. Patients currently scheduled for routine screening exams will be contacted for rescheduling. This temporary policy applies to routine screening evaluations only. Patients who are symptomatic should continue to seek treatment from their providers and will receive timely diagnostic exams and procedures from Frederick Health.

• Beginning March 21, no visitors will be permitted in Meritus Health facilities except under specific circumstances such as end-of-life care or decision-making; special care nursery; pediatric patients; a patient undergoing emergency surgery; same-day surgery. • All Maryland Department of Natural Resources Licensing and Registration Centers are now closed under the current State of Emergency. Gov. Larry Hogan has issued an executive order related to licenses, permits, registrations, and other authorizations that may be expiring or up for renewal during the state of emergency. The executive order immediately grants a grace period of 30 days after the date of termination of the state of emergency. This includes items normally processed at our Maryland Department of Natural Resources Licensing Service Centers. Online services are still available: www.dnr.maryland.gov.
• As of March 20, Frederick County Parks & Rec Division has canceled all park shelter and pavilion reservations through June 1. All spring seasonal programs at FCPS Rec Center locations, nature centers, park shelters and community park buildings are also canceled through June 1. • Public safety services provided by the Maryland State Police are continuing. However, there have been modifications made to how some of those services are provided. Full details at www.mdsp.maryland.gov.

CALLS FOR SERVICE: In addition to the information routinely obtained during a 911 call or other request for police service, callers will be asked additional questions that include exhibiting signs of COVID-19 so that troopers can be prepared with PPE. When possible, contact with all victims, witnesses or suspects will be made outside of the home or building in order to reduce exposure.
— Troopers will take reports by telephone from incidents including malicious destruction of property, theft, tampering with a vehicle, attempted vehicle theft, credit or debit card theft, phone misuse and trespassing (not in progress). • Effective March 23, TransIT will be reducing service to further protect the health and safety of employees and passengers:
— The following routes will be cancelled until further notice: All peak service on Connector routes (#20P, #40P, #50P, #51P, and #60P); #10B Connector; #51 Connector; #61 Connector; the Brunswick Jefferson Shuttle; the Emmitsburg Thurmont Shuttle; the North Frederick Shuttle; and all Meet-the-MARC shuttles.

If you are eligible, many transactions including driver’s licenses, identification cards, vehicle registration renewals, change of address, insurance compliance payments and information on flag fees are all available online. Please be aware that due to staffing limitations, some services may take longer to process than usual.
— For customers unable to take care of MDOT MVA transactions online, Gov. Hogan has declared a State of Emergency and has issued an Executive Order extending the expiration dates of all driver’s and business licenses, identification cards, permits and registrations that expire or are eligible for renewal beginning March 12, 2020. • The National Museum of Civil War Medicine (NMCWM) is closed to the public until such a time as it is safe and advisable to reopen. However, the NMCWM remains open online. During the public closure, the museum will focus on creating a virtual museum experience. The story of Civil War medicine — which offers accounts of hope in the face of an unprecedented health care crisis — is more important now than ever. The NMCWM has created a page of resources for students, teachers, individuals, and history buffs alike to use during this time of remote learning. Facebook Lives, YouTube videos, and other digital content will be released over the coming weeks in an effort to provide educational resources and inspiring stories to learn from. • As of 1:30 p.m. March 20 all playground equipment in Town of Thurmont Parks is closed. Residents are asked to keep your children of all ages from using any of the playground equipment in our parks. Town staff will be surrounding playgrounds with warning tape and ask that residents not tamper with or remove the warning tape. The Governor has also recommended that sports that require multiple players to come into contact with balls, exercise equipment frisbees etc. Be discontinued. For this reason all sports including basketball, tennis, football, baseball, lacrosse, etc. are prohibited in Thurmont Parks until further notice. These actions are bring taken in accordance with Governor Hogan' s most recent recommendations.
• The City of Frederick is asking the public to suspend the use of playground equipment and pavilions at City parks.
• National parks in the greater Washington area are modifying their operations to promote social distancing and implement the latest guidance from the White House, Centers for Disease Control and Prevention (CDC) and local and state authorities. Where it is possible to adhere to the latest health guidance, park open spaces and facilities will remain open. However, most indoor locations, including park visitor centers and historic sites, are closed. Visitors are advised to check park websites for the most up to date information. You can enjoy parks virtually by visiting National Park Service (NPS) websites and social media.
• Due to ongoing concerns regarding COVID-19, the playgrounds at all Emmitsburg parks are now closed to both children and adults. The parks, the dog park and walking paths remain open but please practice social distancing.

— The Frederick Municipal Airport is open and operation. Offices are closed to the public. The airport restaurant will be available for carryout only.
— At this time, the City’s Planning, Engineering, and Building/Permits Departments will not be accepting hard copies plans, applications, or checks while evaluating how to deliver these services in a safe and modified work environment. In Engineering, re-submittals of improvement plans are being accepted electronically. In Planning, applications in process that were routed prior to March 13 will be reviewed and comments will be returned to the applicant electronically. Updates will be shared as soon as possible.
— Existing residential inspections are suspended at this time. New building construction inspections and large-scale public work inspections are occurring on an appointment-only basis.
— The Clustered Spires Golf Course remains open at this time. The on-site restaurant is carryout only.
• FREDERICK COUNTY GOVERNMENT OFFICES and facilities will remain open, with modifications, to ensure essential services continue for residents and businesses:
— All county buildings will be open and staffed with limited public access. Meetings will take place by phone or conference when possible
— Frederick County Public Libraries will be closed March 16 to 27
— Parks and Rec programs are canceled immediately at school sites and as of March 16 at nature centers, Ballenger Creek Community Center and the Browning Building at Pinecliff Park. County parks remain open to the public.
— Boards and commission meetings are canceled at least through March 27
— The Department of Permitting and the Treasurer's Office remain open for purchase of TransIT fares and to pay taxes and water/sewer bills; please use the drive-through payment window
— Citizens Care and Rehabilitation Center and Montevue Assisted Living have restricted visitor access
— Animal Control hours are 8 a.m. to 4:30 p.m. Monday through Friday, 9 a.m. to 1 p.m. Saturday. Animal adoption floors will be closed to the public; adoptions are temporarily suspended; volunteers should contact Animal Control for more information.
— The Adult Detention Center has restricted visitor access.
— The Frederick County Landfill will remain open, now walk-ins will be accepted for recycling or compost bins.
— The Citizens Services Division is meeting clients by appointment only.
— Family Partnership and Scott Key Center will be closed for two weeks.
— TransIT Services will continue to provide services and routes.
— Telework will be allowed for county employees who are able to do so.
— County employee travel is prohibited.
— The County Executive's budget public hearing at 7 p.m. March 23 will take place on Facebook Live, with viewers encouraged to provide feedback online or via email to countyexecutive @frederickcountymd.gov.
• The Small Town Stars Theatre Co. production of "Godspell" at Walkersville United Methodist Church is canceled, all shows.
• The Family History Center, 199 North Place, Frederick, is closed until further notice. Call 240-818-1937 before visiting.
• All Master Gardener seminars are canceled until further notice.

• Based on social distancing recommendations, Francis Scott Key Mall will no longer host the Easter Bunny or associated events.
• Unitarian Universalist Congregation of Frederick announced it will not hold an in-person service Sunday. Instead, the church will livestream its service at frederickuu.org/livestream. The usual "middle hour" friendly forum and religious education classes are canceled along with the church's 1 p.m. board focus group. The church's book sale is already set and will continue since there are usually less than 25 people at any given time.
• Evangelical Lutheran Church in Frederick announced on its website it is canceling all worship and onsite activities until Palm Sunday, which is April 5.
• Damascus Road Community Church also announced it is canceling all on-site activities until further notice. They will offer an online service.
• Grace United Church also announced it was canceling its March 15 service.
• The Frederick County Council has canceled most of its meeting activity for the rest of the month. Council members were scheduled to have two public hearings for rezoning cases next Tuesday, but those have been postponed until April 14 at 7 p.m. at Winchester Hall in Frederick. The council was also supposed to review the 287(g) audit report on March 24, but that meeting, along with the one scheduled for March 31, has also been postponed. No new dates have been set.
• The Frederick Fairgrounds announced it is postponing all events until the governor's order to not hold events with more than 250 people is lifted. For a listing of those events and updates please go to www.thegreatFrederickFair.com.
• The United Way of Frederick County shut down all free income tax preparations until March 31. If residents have an appointment scheduled between now and March 31, they are asked to call 866-411-6803 to reschedule.
• The Children’s Center of Walkersville will be closed March 16-27 in response to concerns of the coronavirus. The center offers pre-school, child care and before and after school care programs for children ages 2-12.
• New Spire Arts announced the cancelation of "Manhattan on Patrick with Bebe Neuwirth," which was scheduled for March 21.
• The Frederick News-Post History Bee originally scheduled for March 26 has been postponed. A new date has yet to be announced.
• Practices for Thurmont Little League will not begin until April 6. Opening day has been delayed as well.
• Maryland Ensemble Theatre is temporarily suspending its operations and events beginning March 16 until restrictions are lifted.
• The National Day of Prayer kickoff breakfast, scheduled for March 28, is canceled.

• The Vintage Vibe Markets spring show at the Frederick Fairgrounds on March 28 and 29 has been rescheduled to May 30 and 31.

• St. John the Evangelist Roman Catholic Church, Frederick, has canceled its Lenten fish fry Fridays, March 13 to April 3.
• The Republican Club of Frederick County has canceled its meeting for March 12.
• The Maryland Public Secondary Schools Athletic Association (MPSSAA) Boys and Girls State Basketball Championships that were scheduled to be played March 12 to 14 are postponed until further notice. This includes the games scheduled for the Frederick High School girls, Middletown High School girls and Oakdale High School boys teams.
• The Frederick County Senior Services Division has temporarily closed all senior centers to the public. The Frederick County senior centers are in Brunswick, Emmitsburg, Frederick and Urbana. All activities, programs and events are canceled until further notice. The Meals on Wheels program will continue to deliver two meals a day to home-bound adults, Monday through Friday, who meet eligibility guidelines. Senior Services Division offices will remain open and staff will be available to answer questions at call 301-600-1234.
• Town Hall in Mount Airy will be closed for all public meetings in March and April unless otherwise noted. This includes volunteer committee meetings. • The Libertytown Volunteer Fire Department has canceled all events scheduled in the fire department social hall for a minimum of 30 days beginning March 14 until at least April 14. Canceled events include bingo on March 21, Lions Club breakfast on March 22, Safe and Sane bingo on March 27 and the Linganore Grange bingo on April 4.
